On January 29, 2025, HMRC announced a significant update regarding the Modernising Authorisations (MA) project. After a comprehensive review prompted by the government's public spending audit, HMRC Borders and Trade has decided to close the MA project. This decision means that the anticipated new digital customs and excise authorisations system will not be delivered at this time.
The MA project was an ambitious initiative aimed at simplifying and improving the way customs and excise authorisations are accessed and managed. It sought to introduce a single digital platform to streamline processes for both new and existing authorisation holders. The primary goals included unifying 42 existing customs authorisations into five new groups, digitising the application process, and enhancing compliance and review processes. These changes were intended to reduce complexity, improve efficiency, and make it easier for traders to apply for and manage authorisations.
While the closure of the MA project may be disappointing for many in the industry, it's important to acknowledge the valuable insights gained through the co-design process and extensive stakeholder engagement with trade representatives and industry experts. These insights will be preserved for future use, ensuring that the efforts invested in the project are not lost.
Despite the project's closure, HMRC remains committed to improving the current systems. They will continue to deliver enhancements in guidance and customs technical handbooks, which have been developed in collaboration with stakeholders. This ongoing work aims to provide better support for businesses and streamline customs processes.
Looking ahead, HMRC is dedicated to exploring opportunities for further enhancements to customs and excise authorisations. They plan to work closely with the industry, building on the progress made so far and leveraging the knowledge gained from the MA project.
